Fascinating article with some disaster history. The author writes about how people have reacted to past disasters. Then comments on New Orleans.

One of his suggestions is that the Emergency and Relief personnel have timid managers. People will, including ordinary citizens, when left to their own devices and with an inflow of supplies, will manage the disaster just fine.

The best qualities of humanity can be drawn out by disaster, as long as timid politicians and managers get out of the way.
